7.15.26 Garden City Town Board July Meeting Minutes

The town board of Garden City met in regular session on July 6, 2026 at 7:00 p.m. at the Garden City Fire Hall Community Room. President Hansen brought the meeting to order with the following people present: Joyce Hansen, Jake Leibke, Dave Waples, finance officer Andrea Helkenn and Water Technician Alan Luckhurst.

AGENDA: Motion by Hansen to approve agenda. Second by Leibke. All voting aye. Motion carried.

PUBLIC AGENDA: None.

PUBLIC COMMENTS: None.

EXECUTIVE SESSION: Pursuant to SDCL 1-25-2(3) for contract issues. Motion by Hansen seconded by Waples to enter into executive session at 7:06 p.m. Hansen declared out at 7:12 p.m.

MINUTES of the June regular and special meetings were read. Motion by Leibke and a second by Waples to approve the minutes. All voting aye. Motion carried.

FINANCIAL REPORTS were reviewed and approved on a motion by Waples and a second by Hanse. All voting aye. Motion carried.

OLD BUSINESS:
Dumpster has been picked up. Two were used with good results.

County placed post for kid sign on Grover Avenue N. It will be completed after locator is done.

Lift station update: Bid has been approved, and Brandon with Helms & Associates is working with contractor to move forward.

Picnic table in south park has been removed.

Leibke updated on water meters. Will report at next meeting.

Small lot on Main Street owned by Town will be sold. Will place ad in Clark County Courier.

NEW BUSINESS:
Evergreen trees in the park and other areas need to be trimmed back for easier mowing. Leibke and Luckhurst will coordinate this.

Motion by Waples and second by Leibke to nominate Joyce Hansen as town president for next year. All voted aye. Motion carried.

Hansen presented the board with report from DANR on town's excellent water report. The board thanked Luckhurst for his dedication and hard work with the town.

Finance Officer Helkenn updated board on loan for the lift station project. She is working with bond counsel and DANR to get this completed soon so work can begin. She will keep board updated on status.

Claims for July:
Motion by Hansen: Second by Leibke to approve the following claims: all voting aye, motion carried.

Alan Luckhurst $1,096.05; Clark County Courier $155.59; Clark Rural Water $1,790.00; Dakota Pump $1,101.28; Joyce Hansen $554.10; Jake Leibke $554.10; David Waples $477.15; U.S. Treasury $845.02; S.D. Unemployment Ins $16.43; Ace Hardware $79.66; Garden City Fire Dept. $112.50; Technichem $399.00; Clark County Weed $118.84; Reporter & Farmer $82.93.

Motion by Hansen to adjourn, second by Leibke. All voted aye. Motion carried.

Next regular meeting will be Monday, August 3, 2026 at 7:00 p.m. at the Garden City Fire Hall Community Room.
