7.8.26 Garden City Town Board Special Meeting Minutes

The Garden City Town Board met in special session on June 30, 2026 at 11:00 a.m. in the fire hall portion of the Garden City fire hall. President Hansen brought the meeting to order with the following people present: Joyce Hansen, Jake Leibke, David Waples, Brandon Smid/Helms Engineering, water/sewer/maintenance technician Alan Luckhurst.

AGENDA: Motion by Hansen, second by Leibke to approve agenda. All voting aye. Motion carried.

PUBLIC AGENDA: None.

PUBLIC COMMENTS: None.

EXECUTIVE SESSION pursuant to SDCL 1-25-2 None.

President Hansen called this meeting for the purpose of discussing the lift station re-bidding results and how to proceed. Four bids were received at this time. Tentative award for the Wastewater System Improvement Project, base bid is made to Dahme Construction Co. Inc. of Aberdeen, S.D. in the amount of $292,901.53 contingent upon funding agency approval. Motion by Leibke and second by Waples to approve. All voted aye. Motion carried.

President Hansen then signed the Notice of Award for this project. A timeline was discussed for total completion-hopefully 90 days.

OLD BUSINESS:
Luckhurst advised that Rural Water is now doing town water samples.

Leibke will contact Forest concerning Main Street blading.

One resident has asked for small maintenance jobs for the town; none available at this time.

Town dumpster will be removed July 6.

NEW BUSINESS:
Motion by Waples, second by Leibke to have Luckhurst order a new check valve for the water pressure system in the pump house. All voted aye. Motion carried.

Picnic table in the south park is declared as junk and will be removed.

ADJOURN: Motion by Hansen to adjourn, second by Leibke. All voted aye. Motion carried.

Next regular meeting: Monday, July 6, 2026 at 7:00 p.m.
